  • Why do you need to test?

    In 1970, the Poison Prevention Packaging Act (PPPA) was instituted by the U.S. Consumer Product Safety Commission to protect children from serious personal injury or serious illness resulting from handling, using, or ingesting hazardous household substances.

  • What is a package?

    The term “package” means the immediate container or wrapping in which any household substance is contained for consumption, use, or storage in or about the household.

  • What standard or regulation do I use for my package?

    BDMG is accredited to test your package for US CPSC, CSA or internationally ISO and EN.  There are slight differences in testing procedures and requirements for regions.  It is important to know where your end market is and what is required.

  • What is the purpose of these regulations?

    To help protect young children from poisonings and deaths that occur when they open containers of hazardous products and eat or drink the contents.

  • What needs to be tested:
    • Any package that is customarily produced or distributed for sale for consumption or use
    • A package that is customarily stored by individuals in or about the household and which are:
    • A hazardous substance as defined by the Federal Hazardous Substances Act (FHSA)
    • Foods, Drugs, or Cosmetics as defined by the Federal Food, Drug, and Cosmetics Act (FD&CA)
    • Substances intended for use as a fuel when stored in a portable container and used in the heating, cooking, or refrigeration system of a house.
  • What is the Consumer Product Safety Improvement Act (CPSIA)?

    Under Section 102 a general certification requirement has been extended to products subject to any similar rule, standard, ban, or regulation under any Act enforced by the Commission.  General conformity certifications do not need to be based on testing done by a third-party laboratory.  Certification must be based on a test of the product or a "reasonable testing program.”

  • What is a GCC (General Certificate of Conformity)?

    If you are a domestic manufacturer or importer and put a regulated substance into the market, you need to publish a General Certificate of Conformity (GCC). Requirements for completing a GCC can be found at www.cpsc.gov.

     

    Note that your GCC does not need to be submitted, verified, or approved by the CPSC–it is a self-issued document that must be available for review on demand. The easiest way to satisfy CPSC’s requirement is to publish the

    GCC on your company website. If you only produce the package or packaging material, you do not need to publish a GCC.
